Responsibility for the SOLAS regulations and for following up the ISM provisions lies with the Norwegian Maritime Directorate.  The Norwegian Ship Registers (NIS/NOR) has only the registration function and is responsible for issuing the CSR document.  All matters concerning questions about the technical/physical/safety/crew/pollution etc. requirements and certification should be addressed to the competent authorities and specialists at the Norwegian Maritime Directorate.
