Continuous synopsis record - CSR

The Norwegian Ship Registers (NIS/NOR) refer to the provisions in SOLAS Chapter XI-1, rule 5, according to which all passenger and cargo vessels of 500 grt and more in international trade are to carry documentation on board concerning the history of the vessel - a ”Continuous Synopsis Record” - CSR.

Båt storThe Norwegian Ship Registers (NIS/NOR) have been given responsibility for registering the information on the CSR-document and issuing the document with updates.   This document is to be issued for all vessels covered by these provisions by 01 July 2004.

We are now preparing to register the information that we currently do not have in our database so that we can issue these documents. Please use FORM 2 to notify the Ship Registers of the updated information. The management company responsible for ISM or the ship’s captain must sign FORM 2.

FORM 2 must always be used to document all amendments to the information in the CSR-document.

FORM 3 is to be completed by the management company or the captain and is an “Index of Amendments to the CSR”.  This is to be kept on board the ship.

In addition, our internal form KR-0014E - “Notification of assignment of responsibilities imposed by the ISM-Code” - is to be used to register the management company responsible for ISM. This form must be signed by both the formal/registered owner of the vessel and by its designated management company responsible for ISM.  Please complete one form for each vessel.

A number of vessels have already registered the name of their designated management company responsible for ISM in the Norwegian Ship Registers (NIS/NOR). In these cases the form need not be submitted again unless amendments have been made.  This may be checked on the Internet be entering the vessel’s call sign, name or IMO number under Search and following the instructions for retrieving information on the vessel.

Responsibility for the regulations and for following up the above SOLAS provisions lies with the Norwegian Maritime Directorate.  The Norwegian Ship Registers (NIS/NOR) has only the registration function and is responsible for issuing the CSR document.  All matters concerning questions about the technical/physical/safety/crew/pollution etc. requirements and certification should be addressed to the competent authorities and specialists at the Norwegian Maritime Directorate:
